Common Code for all communities
“It is not so easy to produce a civil code applicable to all in this country irrespective of caste or religion. Obviously, it is quite clear we cannot import Principles of Justice from some country outside India de novo.
We do not have a clean slate. We should take the Hindu Law, the Muslim Law, the laws governing the Christians and other Communities and other acts and find out a common denomination. We can go to every community and try to tell them to accept the common denominator in the interest of uniformity of law.
But first of all, we should know our own law and what it is. For instance, the Hindu law is a Jungle. It must be modified so that people may have an idea about laws governing them before they can consider having a common code.

Hindu Code Bill
“This Bill had its origin in a legislation which took effect in the year 1937. Ever since that year, the provisions of this bill have been handled from one side to the other, from committee to committee. For instance in the year 1941, the Home Department appointed a committee to consider some of the difficulties that arose out of the Women’s Rights to Property Act of 1937, to report upon the difficulties and suggest remedies. This committee which is known as the Rao Committee made its report on the 19th June 1941.
