Truth can never remain concealed forever. Injustice gets exposed one day or the other. A news report on 18th January, 2024 by the International medium Al-Jazeera has proved it by revealing certain vital truths told by P.V.R. Subramaniam, during his interview with them. Mr. Subramaniam was the Joint-Secretary in the Prime Minister’s office during 2014 when Narendra Modi was the Prime Minister. Mr. P.V.R. Subramaniam has come out with the truth that Modi had a confidential talk with the Finance Commission, to curtail to a great extent, the fund allotments to the States. Though Finance Commission is an autonomous body, it had to stoop to the Prime Minister.
During his three term tenure as the Chief Minister of Gujarat Modi used to oppose G.S.T. and stress that it would mean curbing the rights of the States. Before the 2014 elections he assured granting more rights to the States besides avoiding G.S.T. He pretended to be a Warrior for State-rights but once he was elected the Prime Minister, his assurances had gone with the wind.

By the intervention of the Union Government, the Finance Commission has been denying the revenue share to all the States. This has been going on for the past nine years. In fact, curbing the rights of the States commenced on the very first day of Modi’s Prime Ministership, as per the reports pouring in now. In the first Budget itself the fund allotments for several welfare schemes were drastically slashed and reduced by Modi. His strategy was behind the inevitable recommendations of the Finance Commission.
On the facts revealed by P.V.R. Subramaniam, so far there are no comments or explanations either from the Prime Minister’s Office (P.M.O.) or from the Finance Ministry. The Finance Commission was formed to equally share the revenue with all the States, as adumbrated in the Constitution, but the present Union Government has belittled it by forcing the commission to declare recommendations in tune with its hidden agenda of seizing the rights of the States. The ploy of the BJP headed Union Government has now been reliably exposed by a former executive who served the P.M.O. – Amazing indeed!
