Statement by Leader and Scholar Dr. K. Veeramani.

Under the Union RSS–BJP regime, more than 90% of IAS, IPS, and IFS positions are enjoyed by upper-caste groups. The posts that legally belong to SC, ST, and OBC communities have been pushed into a severely diminished state.

In the Union Government, in key administrative services such as IAS, IPS, IFS, and IRS, under the RSS–BJP rule, social injustice and opposition to reservation policies continue to grow day by day. As social justice fighters, our hearts burn with anguish at this trend.

Social Justice and Reservation Are Our Birthright

Reservation is our birth right. It is not a concession or charity. It is an undeniable and non-deniable right won through struggle by oppressed people over thousands of years.

In guiding the path of social justice, the former Madras Presidency, Mysure Princely State, and the Kolhapur Princely State under Chhatrapati Shahu Maharaj were pioneers for India.

In the history of communal representation and social justice struggles, Periyar and his ideological followers became field warriors for the rights of oppressed classes. Due to the Justice Party–supported government effort in 1928, communal representation became a Government Order and was implemented— initially in certain departments and later expanded until 1950. After provisions of the new Constitution were cited to invalidate it, and the Madras High Court and later the Supreme

 

Court struck it down, widespread protests erupted. As a result, the First Constitutional Amendment was passed in 1951.

Delay in Implementing the Mandal Commission Recommendations

Although backward classes formed the majority of the population, reservation was denied to them. To address this, the Second Backward Classes Commission under B.P. Mandal submitted its report in 1980. Yet it was kept pending for 10 years.

Following continuous agitations, Prime Minister V.P. Singh courageously implemented 27% reservation in employment. Later, through continued struggles, it was extended to education and became a legal right.

The Conspiracy to Cap Reservation at 50%

Backward communities constitute more than half of India’s population, yet they were given only 27% reservation. The reason given was that reservation should not exceed 50%, as stated by upper-caste judges (though strictly speaking, it was only an obiter dicta—an observation, not the core of the judgment).

Even the 27% recommended by the Mandal Commission was reduced in practice after ensuring that the 15% + 7.5% already allocated to SC/ST communities was not affected. Yet successive governments have continued to deny the rightful share of SC, ST, and OBC communities. This injustice continues even today—it is deeply distressing.

Shocking Information Presented in Parliament

In response to a question raised in Parliament by Kerala MP John Brittas, the Union Government revealed that instead of providing the mandated 22.5% (SC/ST) and 27% (OBC) in powerful services such as IAS and IPS, about 92% of these posts have gone to upper-caste/ forward communities.

Despite this situation, the BJP government led by Prime Minister Modi, guided by RSS ideology, seeks votes in Tamil Nadu to defeat the “Dravidian Model” government that stands for social justice.

Was the Union BJP government elected only by upper-caste voters? No. It came to power by deceiving oppressed communities, using false promises, repression, and intimidation— only to betray them. Upper-caste and forward communities, already advanced in education and employment, are now being labeled as “economically weak” and granted benefits, while the rights of oppressed and backward communities are being taken away.

Further, nationalized public sector enterprises are being handed over cheaply or on long leases to private corporate giants such as Ambani, Adani, Tata, and Birla—turning them into billionaires. Meanwhile, since reservation applies mainly to the public sector, the privatization of these enterprises has deprived SC, ST, and OBC communities of positions they previously secured through reservation.

Is this not an even greater injustice— undermining constitutional and Supreme Court–guaranteed rights?

Should the children of oppressed communities return to carrying loads and pulling carts? Is the Union RSS–BJP government acting like a modern “Dronacharya,” turning oppressed communities into Ekalavyas and cutting off their “thumb”—symbolically snatching away reservation?

Only Under DMK Rule Is There a Reservation Monitoring Committee in Tamil Nadu

Only the government led by Chief Minister M.K. Stalin has formed a committee to monitor whether reservation is being properly implemented, reviewing departments to ensure no injustice occurs in appointments.

Is there any such mechanism in the Union Government or BJP-ruled states?

The rights won through the struggles of our pioneering leaders are in danger of being lost. Should we vote for opponents who lack vision and thereby bring ruin upon ourselves?

Why a Statewide Protest across Tamil Nadu?

Why is Dravidar Kazhagam organizing a statewide protest on 3rd March 2026 condemning the social injustice of the Union Government?

l In key authority-based positions under the Union Government, the reservation that legally belongs to the discriminated – as recognized by the Constitution and upheld by the Supreme Court and High Courts—is not being implemented.

The Union Government led by Prime Minister Modi and the RSS–BJP continues to deceive and marginalize oppressed people as a matter of practice. Injustice is being committed by diverting positions meant for the oppressed to upper-caste groups, particularly Brahmins.

l Among the country’s population, oppressed communities—S.T., S.C., O.B.C., and minorities (Adivasis, Scheduled Castes, Backward Classes, Most Backward Classes, and minority communities)—form the overwhelming majority. Yet their rightful share in positions of power, including judicial appointments, continues to be denied.

Here are the statistics—this is a grave injustice occurring outside Parliament!

l In the Union Government, the legally mandated share in distribution of authority is:

S.C. – 15%

S.T. – 7.5%

O.B.C. – 27%

The Union Government Refuses to Provide Complete Details!

l The statistics released so far themselves prove how the share of oppressed communities is being taken away and given to upper-caste groups. The Union Government refuses to provide complete data.

l What we demand is not charity, nor concession—it is our constitutional right.

Should we not unite to expose to the people and the world this betrayal and the injustice inflicted upon social justice? Let us gather as one, beyond party, caste, and religion, to raise our voice for our rights! Let this rights protest rise with momentum across Tamil Nadu! Let it happen! Let it happen!

LET AS MARCH TO THE FIELD!

There is only one person from the oppressed community! Not even one among the Backward Classes! This is the situation! Should it continue like this?

As of January 1, 2022, there are 322 Secretaries and Joint Secretaries working across 75 Ministries and Departments in the Union Government.

Out of them:

SC (Scheduled Castes) – 16

ST (Scheduled Tribes) – 19

OBC (Other Backward Classes) – 39

That’s all!

Why did they combine Secretaries and Joint Secretaries and give the total? Shouldn’t they provide separate numbers for each category?

Because the details of those in the top administrative position — the Secretaries — were last disclosed only in 2019.

As per the 2019 data:

Out of a total of 89 Secretaries, ST – 3, SC – 1, OBC – 0

Yes, not even one person from the Backward Classes. Only one person from the oppressed community!

It is to hide these details that they are refusing to provide clear statistics in the following years. They are trying to conceal these social injustices, not correct them. In Indian history, the leader Periyar, through the First Constitutional Amendment, established for the first time that there would be no obstacle to reservation!

Reservation for the Backward Classes in “independent” India was secured only after 46 years! The one who fought and won that right was the Leader Asiriyar Dr. K. Veeramani.

It was the Black Shirts who led the struggle! We fought! We won! Should we not achieve that victory in full? Even today, at the age of 93, he comes to the battlefield as a frontline warrior, carrying the flag! Let us gather in ranks and formations!
