A massive public procession marching towards the Conference Venue –
Thanjavur – 21st February 2026.
With the guiding principle:
“We will do what we say; we will say what we do”, we resolve to work with commitment to ensure that the Dravidian Model DMK Government returns to power in the 2026 Legislative Assembly elections.
We call upon the voters of Tamil Nadu to extend their full support so that the DMK and its alliance parties secure a massive victory.
The resolution was passed with thunderous applause by thousands gathered at Thanjavur.
Main Political Resolution
The Tamil Nadu government led by Chief Minister M.K. Stalin, functioning under the “Dravidian Model,” has:
l Advanced economic growth, industrial development, and employment generation.
l Implemented major welfare schemes including:
o Kalaignar Women’s Rights Allowance
o Free bus travel scheme for women
o Pudhumai Penn scheme
o Morning breakfast scheme in schools
o Student assistance schemes
o “Thozhi” working women’s hostels
l Expanded medical colleges and healthcare access.
l Promoted irrigation projects, infrastructure development, Metro expansion (“Singara Chennai 2.0”), drinking water and sewage projects.
l Strengthened social justice and secular governance.
Economic Achievements:
l 11.9% economic growth over the past five years (double the national average).
l Manufacturing growth at 14.74% (three times the national average).
l Labour participation rate increased to 72.1%.
l Unemployment reduced to 3.5%.
l Women’s workforce participation at 44% (national average: 33.7%).
l Exports have doubled; Tamil Nadu leads in electronics, textiles, and leather exports.
Despite financial discrimination and obstacles from the Union Government, Tamil Nadu continues to shine as India’s leading development state.
The conference therefore urges voters to ensure a historic majority for the DMK and its alliance in 2026.
The following Resolutions were passed:
1: Fill Vacant Government Posts Immediately
Unemployment has risen to 5 per cent nationally. Over 9.5 lakh government and public sector posts remain vacant (including 2.5 lakh in Railways).
The Union Government must immediately fill all vacant positions.
2: Upper-Caste Domination in Administration
Data shows that IAS, IPS, and IFS positions are dominated by upper-caste groups. Reservation policies are not being fully implemented.
The conference calls for intensifying the struggle for social justice across India.
3: Separate Reservation for Those Rejecting Caste
l Individuals who reject caste and enter into inter-caste marriages should be granted separate reservation benefits.
l The Tamil Nadu Government should enact legislation promoting a casteless society.
l The state should also demand census data on caste-rejecters and atheists.
4: Social Security for Gig Workers
Graduates, particularly from backward and oppressed communities, are engaged in gig work (food and delivery platforms).
The Tamil Nadu Government must:
l Ensure social security,
l Provide minimum wages,
l Enact rights-based protections.
5: NEET is a Fraud in the Name of Merit
The claim that NEET ensures merit is disproven by recent events where candidates scoring extremely low marks secured postgraduate medical seats.
The resolution demands:
l Complete abolition of NEET.
l Immediate approval by the Union Government of Tamil Nadu’s Bill seeking exemption from NEET.
6: Do Not Impose the “Vande Mataram” Song
The full version of “Vande Mataram” contains religious content.
For decades, only the first two stanzas have been accepted.
Making the full song compulsory:
l Violates secular principles,
l Is unnecessary since “Jana Gana Mana” is already the national anthem.
The conference urges all democratic forces and courts to defend secularism.
7: Implement UGC Anti-Discrimination Regulations
Caste- and religion-based discrimination in educational institutions has led to numerous student deaths and dropouts.
The conference demands:
l Immediate implementation and strengthening of UGC anti-discrimination regulations.
l The Union Government must not evade responsibility.
8: Create a Separate Ministry for Scientific Temper
Despite scientific progress, superstition is growing.
The Tamil Nadu Government should:
l Establish a separate Ministry for Scientific Temper,
l Promote scientific awareness and research,
l Serve as a model for India and the world.
Protest Announcement
To condemn upper-caste domination in IAS, IPS, and IFS services:
Dravidar Kazhagam will organize protests in front of Union Government offices across Tamil Nadu on March 3.
This was announced by President K. Veeramani at the conference.
