For the DMK, the private sector is not an adversary but a partner in dismantling old hierarchies. The manifesto’s approach to MSMEs (Micro, Small, and Medium Enterprises) is the “human face” of this liberalization.

Tamil Nadu hosts approximately 5 million MSMEs, the largest share in India, providing the most significant employment portion after agriculture. The manifesto’s Credit Guarantee Schemes (providing up to 60% coverage for equipment loans) and the Single Window Portal 2.0 have slashed bureaucratic red tape. In the Reformist Capitalist model, the market cares only for technical competency. In a traditional agrarian economy, caste and occupation are inextricably linked, trapping marginalized communities in hereditary, low-yield labor. By shifting the economic base toward Reformist Capitalism, the DMK manifesto introduces “market anonymity,” where the fluidity of urban labor and technical skill-sets supersedes ancestral identity. As capital becomes the primary driver of production, the “Brahmins of Industry” are replaced by a meritocratic class of skilled technocrats and entrepreneurs.
